Theophilus E. Mlaki, Chairman of the Executive Council

Theophilus E. Mlaki holds a Masters degree in Library and Information Science from Loughborough University in UK. Until his recent retirement, Theo worked for 20 years as a Director of Information at the Tanzania Commission for Science and Technology (COSTECH)

He dealt mainly with the development of scientific information systems and the promotion and popularization of Information and Communication Technologies (ICT) as tools for knowledge and information accessibility. He represented his country and COSTECH in international arena including organizations such as UNESCO, International Telecommunication Union, CABI International, IDRC of Canada, Global Biodiversity Information Facility (GBIF) and Economic Commission of Africa.

Currently Theo works as a Consultant in projects and programmes geared towards the utilization of ICT for development especially rural development.

Mr Moshingi Sabasaba, Treasurer of the Executive Council

Mr. Moshingi Sabasaba has been a Chief Executive Officer at Tanzania Postal Bank Limited since July 2011 and serves as its Managing Director. Mr. Moshingi is a self-motivated and a natural leader, result driven, focused, strategic and enthusiastic professional banker. He has vast local and international experience in Corporate banking, Trade Finance, Credit Risk, Operations, assessment of Operational Risk for new products and process, Consumer Banking and Finance.

Albin Mathias, General Secretary of the Executive Council

Albin Mathias serves as Powering Potential’s Country Director, coordinating Educating Through Technology programs in remote secondary schools across Tanzania. He worked as a physics and chemistry teacher at Banjika Secondary School, and also conducted technology training events at Banjika, Noonkodin and Oltoroto schools introducing computers to middle and high school students.

Albin holds a Bachelor of Engineering degree in Information Systems and Network Engineering from St. Joseph College of Engineering and Technology – Dar Es Salaam. He was born and grew up in Arusha in the north of Tanzania. He went to Tanga Technical Secondary School in 2002 and then to Old Moshi High School in 2006. Albin is an energetic and ambitious person and has a responsible approach to any task that he undertakes or situation that he is presented with. He is excellent in working with others to achieve objectives, has excellent problem solving skills and is eager to be challenged in order to grow and improve his communication and professional skills.

Dr. Amos Muhunda Nungu, Executive Council Member

Dr. Amos Muhunda Mungu is a Director General of Commission of Science & Technology (COSTECH) in Tanzania. He has worked and researched in various areas of Information and Communication Technology for Development (ICT4D), especially in establishment of sustainable broadband markets (producers and consumers) in under-served areas. Particular areas of expertise include ICT for Development (ICT4D) in general, ICT innovations and solution development.

Dr. Nungu initiated, managed and participated in many projects, including those of EU/FP7 and H2020. He has been involved in various ICT initiatives in Tanzania and abroad, worked with various local and international organizations.

Amos holds various managerial and professional responsibilities. Currently, he is the Head of India -Tanzania Centre of Excellence in ICT (ITCoEICT) at DIT. In that capacity, he has initiated the establishment of a Masters course in Computational Science and Engineering to boost usage of the Supercomputer hosted at DIT.

He saves as a board member to SUA and OUT ICT Centers; also he is the interim Executive Secretary for Tanzania Education and Research Networks (TERNET).

Amos holds a PhD and MSc degrees in Information Technology (Communication Systems) from the Royal Institutes of Technology (KTH) – Sweden; and a BSc. In Computer Science from University of Dar Es Salaam.

David Sem, Executive Council Member

As the Country Sales Manager for SERENA HOTELS, key responsibilities include developing, executing and driving strategic sales & marketing plan. Carrying out sales & marketing activities, formation of strategic alliances with relevant trade partners, building and maintaining a strong team and network to achieve company’s goals, and ensuring targets are met.

Prior to joining Serena Hotels, worked with both airlines in Tanzania, those are Air Tanzania and Precision Air, as the Principal administrator for the airlines in Northern Tanzania, which is the country’s tourism hub. The airlines play a major role in facilitating country’s tourism growth. Among other initiatives, David pioneered the inflight magazine for Precision Air; then it was known as PrecisioNews but now it has been renamed Paa Magazine

Holder of B. Com (Marketing) degree and Masters in Business Admiration (MBA) from Eastern and Southern African Management Institute (ESAM), with wide knowledge and experience in tourism business development management, gained over the last 15 years.

Dr. Mteule Amon Nkomo, Executive Council Member

Dr Mteule is currently working with Jhpiego Tanzania as Senior Manager for Grants and Operations, overseeing Contracts, Grants, IT, Procurement and Operations department for Jhpiego Tanzania. He also manages operations of all the in-country offices (Dar es Salaam, Kigoma, Mwanza, Mara, Kagera, Shinyanga and Zanzibar). Mteule is also responsible for capacity building of Civil Society Organizations (CSOs) and Local Government Authorities (LGAs) to ensure compliance with donors’ rules and regulations and meeting programs objectives. Mteule also serves as the Local Partnerships Coordinator.

Dr Mteule worked with Jewish Vocational Service (JVS), San Francisco USA, as Contracts and Grants Manager from October 2015 to December 2017, responsible for overseeing the financial billing aspect and compliance for the JVS various U.S. Government contracts, Foundations and Corporations grants, with annual budget of $7.7m [9 Government Contracts and 20 Grant Awards from Foundations and Corporations]. Moreover, Mteule worked with Deloitte as Principal Consultant and Capacity Building Manager for Public Sector under the USAID funded/TUNAJALI II Program from 2012 to 2015, focusing on Improving Leadership and Management Capacity of LGAs and CSOs for coordination of quality services delivery. Prior to that, Mteule also served as Grants Manager for the USAID funded TUNAJALI I Comprehensive Care &Treatment program, a five-year program that Deloitte managed from 2007 to 2012 in partnership with Family Health International (FHI) and Emerging Markets Group (EMG), budget $46m.

Dr Mteule has a significant experience in effective management of programs and coordination, projects financial management and budgets, grants, compliance and contracts management, and institutional strengthening/capacity building. Furthermore, Mteule has accumulated audit experience, having worked with PricewaterhouseCoopers (PwC) as a senior auditor in Audit and Compliance, before joining Deloitte.

Mteule has worked in five countries (Tanzania, Uganda, Kenya, South Africa and USA).

Moreover, Mteule has good track record of engaging and making key decisions with Tanzania ministries; e.g. Ministry of Finance and Planning (MOFP), Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC), President’s Office Regional Administration and Local Government (PO-RALG) and President’s Office Planning Commission (POPC), through the USAID funding mechanisms of Districts/Town and Municipal Councils in Tanzania.
