Based in Albany, the Epidemiologist will be responsible for developing reports related to the rapid initiation of antiretroviral treatment and will collaborate with colleagues across multiple areas of the AIDS Institute to assess program needs. In this Epidemiologist role you will be expected to support program growth through the evaluation of program objectives. You will assist in identifying populations where newly diagnosed individuals are less likely to start antiretroviral treatment promptly.

Additionally, the incumbent will conduct routine analysis of HIV surveillance data to identify areas experiencing increases in new HIV diagnosis. They will also assist with identification, discussion, monitoring, and reporting of clusters of concern.

Duties will include but are not limited to:

  • Serve as the Evaluation Coordinator for the Rapid Initiation of Antiretroviral Treatment Project (RIA).
    • With guidance, develop an understanding of the evidence-base for the rapid initiation of antiretroviral treatment, and factors that impact the time between diagnosis and the start of antiretroviral medications.
    • Apply and evaluate Specific Measurable Achievable Relevant and Timely (SMART) objectives for program evaluation.
    • Prepare and facilitate monthly RIA team evaluation meetings, including developing agendas, compiling minutes, and preparing and presenting program data.
    • Coordinate and participate in supervisory trainings, including the distribution of relevant materials.
    • Develop report materials in collaboration with managers and relevant staff
    • Organize and maintain related documents on the secure local area network and Microsoft Teams.
    • Maintain strict adherence to all confidentiality and security policies.
  • Identify and monitor the clusters of concern using HIV case surveillance data within NYS.

    • Conduct space-time heatmap analysis, routinely update and run SAS programs and update summary files.
    • Conduct molecular cluster analysis using programs developed by Centers for Disease Control and Prevention (CDC).
    • Disseminate cluster-related output files to appropriate offices.
    • Under the supervision of team lead, analyze the cluster-related output files, develop cluster narratives, and contribute to cluster-related discussions.
    • Keep track of clusters of concern and update the cluster team about changes. Develop and maintain cluster report within the New York Electronic HIV Management System for follow-up and analysis.
    • Draft quarterly cluster report forms for submission to CDC.
    • Write, run, and interpret results of SAS queries related cluster activities.
  • Conduct data analysis and perform quality checks of data products developed by Data Analysis and Research Translation (DART)

    • Take lead on conducting data analysis on selected topics, creating abstracts, developing manuscripts and presenting findings.
    • Assist in performing data quality checks of routine data products.
    • Ensure that activities are implemented in compliance with public health law and regulations.

QUALIFICATIONS:

  • Demonstrated the ability to independently analyze information and solve problems effectively.
  • Strong analytical skills, including the ability to gather and analyze information from various sources.
  • Experience cleaning, formatting, and using large datasets; and creating and disseminating data products.
  • Exceptional writing skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds.
  • Excellent communication skills; in particular, able to provide technical assistance to internal and external parties.
  • Strong computer skills with the ability to learn new programs.
  • The ability to work independently, as well as in a team environment.

EDUCATION & EXPERIENCE:

  • Master’s degree in public health or a related field and a minimum of one (1) year of research, evaluation or epidemiologic experience; OR
  • Bachelor’s degree with a minimum of nine (9) semester hours of mathematics or statistics; and a minimum of two (2) years of research, evaluation, or epidemiologic experience; OR
  • Associate's degree in a related field; and five (5) years of research, evaluation, or epidemiologic experience.
  • Experience working with relational databases, SQL Programming, SAS, SPSS or other statistical software.
  • Experience working with HIV/AIDS population data, preferred but not necessary.

The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. The hourly range for this position is $60,000.00 – $65,000.00. Actual salary range and /or hourly rate depends on a variety of factors including experience, education, credentials, location, and budget.

The salary range and/or hourly rate listed does not include other forms of compensation or benefits.
